The Nigerian Upstream Petroleum Regulatory Commission has released a notice of stakeholder consultation on phase 4 of regulations development in line with Section 216 of the Petroleum Industry Act (PIA) 2021
According to Section 216 (1), which requires the NUPRC to consult with stakeholders prior to finalising regulations or amendments to regulations, it has invited inputs from lessees, licensees, permit holders, host communities and other stakeholders of the Nigerian upstream petroleum sector, within 21 days from 3 July.
The matters to which these stakeholders' inputs and consultations relate are as follows:
i. Draft upstream commercial operations regulations
ii. Draft upstream petroleum code of conduct and compliance regulations
iii. Draft upstream petroleum development contracts administration regulations
iv. Draft upstream revocation of licenses and leases regulations
v. Draft upstream petroleum assignment of interest regulations
vi. Draft Nigerian upstream petroleum (administration harmonisation) regulations
vii. Draft amendment to the Nigerian upstream petroleum host communities development regulations 2022

3. Accordingly, submissions of inputs to the regulations are hereby requested as part of the process of stakeholders' consultation prior to finalisation of the regulation, to give meaning to the intent of the PIA 2021.
