"It doesn't make sense that we export the crude and import the petroleum products. It does not make sense that we export all the gas and yet we don't have all the products," Olusegun Agangawas quoted as saying.
Aganga was speaking after meeting with a delegation from Taiwan who were in Abuja to promote trade between the two countries.
"We welcome investors in power, refineries, fertilizer plants, mining," Aganga said.
Nigeria is forced to import around 85 per cent of its petroleum product needs.
President Goodluck Jonathan has vowed to end the country's long-standing reliance on fuel imports by encouraging private investment in building new refineries but fuel shortages continue to plague Africa's most populous nation.
