Reuters quoted Ghanem saying he had been asked if Libya would continue to allow BP to drill in its waters, to which he responded he would.
"In a way, while it is a real tragedy, in another way, it is also exaggerated somewhat," he said of the blown-out well.
Ghanem was speaking at the National Oil Companies Congress in London today.
